You can certainly bring a hibiscus inside for the winter. Being a tropical plant, it needs to be kept warm. In fact warmth is more important than sunlight during the winter. Ideally it will receive both, but if you can't keep it near a window AND warm then focus on keeping it warm. You can always add a UV bulb to a nearby lamp to get some UV light to the plant.
